ROME (Reuters) - Outgoing Italian Prime Minister Mario Monti said on Friday he would lead a centrist alliance in an election in February, ending weeks of speculation over his political future and confirming his bid for a second term.
The announcement clears up some of the uncertainty hanging over election and puts Monti in a three-way contest for power with the center-left Democratic Party (PD), which is leading in the polls, and Silvio Berlusconi's People of Freedom (PDL) party.
The former European Commissioner, appointed at the head of a technocrat government last year to save Italy from financial crisis after Berlusconi stepped down as prime minister, said he was willing to accept "being named as leader of the coalition".
Monti said the alliance would try to go beyond traditional political boundaries and unite a broad coalition of political factions and groups from civil society around a reform agenda aimed at repairing the deep problems in the Italian economy.
"The traditional left-right split has historic and symbolic value" for the country, but "it does not highlight the real alliance that Italy needs - one that focuses on Europe and reforms", Monti said after a meeting with centrist politicians.
Monti, a favorite with international investors, the Catholic church and the business establishment, has been widely credited with restoring Italy's credibility after the scandal-plagued Berlusconi years.
However ordinary Italians have become increasingly tired of the mix of tax hikes and spending cuts he has imposed to repair Italy's battered public finances and an opinion poll suggested that 61 percent did not want him to run in the election.
Monti, whose status as senator for life means he does not have to stand for a seat, said the grouping could win a "significant result" in the election on February 24-25, but there have also been fears it could lead to a less stable parliament.
BERLUSCONI ATTACKS
Opinion polls suggest the PD, under Pier Luigi Bersani, will win a comfortable lower house majority but may have to strike a deal with centrist forces in the Senate, where the center left has struggled to gain control in past elections.
The PD, which has pledged to maintain Monti's broad reform course while putting more emphasis on growth and jobs, has been skeptical about his candidacy, but has so far maintained a tone of polite respect for the 69-year-old economics professor.
By contrast, Berlusconi has launched a media blitz against Monti with a series of angry attacks against his "Germano-centric" austerity policies, which he blames for deepening a severe recession and creating record unemployment.
Berlusconi has vowed to scrap a hated property tax, introduced to help cut the deficit and one of the most notable symbols of Monti's year in office, and says he would stand up to German Chancellor Angela Merkel.
Angelino Alfano, secretary of his center-right PDL, accused Monti of trying to organize a hidden accord with the left.
The center-left PD, which unveiled Italy's chief anti-mafia prosecutor Piero Grasso as its latest candidate on Thursday, has indicated it would be willing to consider an alliance with Monti's centrists.
However, it has also said that if it was the largest party in parliament, as polls suggest it will be, it would insist on naming the prime minister.
Monti said that there would be a single list of candidates, possibly called "Monti's agenda for Italy", in the upper house, while he would probably be the prime minister candidate for a coalition of established parties in the lower house.
He said technical aspects of the electoral law were the reason for the slightly different groupings in the two houses. However he also appeared to be giving way to the oldest and largest centrist party, the UDC, which is close to the church and which had opposed merging with other smaller parties.

Dec. 28, 2012 ? The team designing America's new flagship rocket has completed successfully a major technical review of the vehicle's core stage. NASA's Space Launch System (SLS) will take the agency's Orion spacecraft and other payloads beyond low-Earth orbit, providing a new capability for human exploration.
The core stage preliminary design review (PDR) was held Thursday (Dec. 20) at NASA's Marshall Space Flight Center in Huntsville, Ala., and included representatives from the agency and The Boeing Co. Boeing's Exploration Launch Systems in Huntsville is the prime contractor for the core stage and its avionics. Marshall manages the SLS Program.
"Passing a preliminary design review within 12 months of bringing Boeing on contract shows we are on track toward meeting a 2017 launch date," said Tony Lavoie, manager of the SLS Stages Element at Marshall. "We can now allow those time-critical areas of design to move forward with initial fabrication and proceed toward the final design phase -- culminating in a critical design review in 2014 -- with confidence."
The first flight test of the SLS, which will feature a configuration for a 70-metric ton lift capacity and carry an uncrewed Orion spacecraft beyond the moon, is scheduled for 2017. As the SLS evolves, a two-stage launch vehicle using the core stage will provide a lift capability of 130-metric tons to enable missions beyond low-Earth orbit and to support deep space exploration.
The purpose of the PDR was to ensure the design met system requirements within acceptable risk and fell within schedule and budget constraints. An important part of the PDR was to prove the core stage could integrate safely with other elements of the rocket's main engines and solid rocket boosters, the crew capsule and the launch facilities at NASA's Kennedy Space Center in Florida. Core stage designers provided an in-depth assessment to a board of engineers composed of propulsion and design experts from across the agency and the aerospace industry.
"Each individual element of this program has to be at the same level of maturity before we can move the program as a whole to the next step," SLS Program Manager Todd May said. "The core stage is the rocket's central propulsion element and will be an optimized blend of new and existing hardware design. We're building it with longer tanks, longer feed lines and advanced manufacturing processes. We are running ahead of schedule and will leverage that schedule margin to ensure a safe and affordable rocket for our first flight in 2017."
The core stage will be built at NASA's Michoud Assembly Facility in New Orleans using state-of-the-art manufacturing equipment. The plant continues modifying its facilities and ordering materials for construction of the rocket. Michoud has built components for NASA's spacecraft for decades, most recently, the space shuttle's external tanks.

WINSTON-SALEM, North Carolina (Reuters) - The severe winter weather that hit parts of the central and southern United States on Christmas Day moved eastward on Wednesday, with forecasters predicting heavy snow in the Ohio Valley and possible tornadoes in the coastal Carolinas.
The National Weather Service issued blizzard and winter storm warnings in Illinois, Indiana and Ohio, as well as much of the Northeast, and warned motorists of "treacherous" driving conditions in those areas.
At airports across the Northeast, holiday travelers braced for flight delays. Some flights headed for Newark Liberty International Airport in New Jersey were experiencing delays of more than an hour on Wednesday because of the inclement weather.
The NWS said more than six inches of snow might fall in those regions, while the area from western New York up into central Maine could get from 12 to 18 inches.
As of Wednesday morning, Bloomington, Indiana, already had nearly a foot of snow and Indianapolis had about seven inches, according to AccuWeather.com.
Severe thunderstorms and widespread rain were expected from southeast Virginia to Florida, with the eastern counties in North Carolina and South Carolina under a tornado watch, the NWS said.
The wet and snowy conditions follow a major winter storm system that swept through the southern United States on Tuesday, spawning tornadoes in several states and causing the death of two people in weather-related road accidents.
Twisters struck in Alabama, Mississippi, Texas and Louisiana, flattening houses and causing injuries, according to the weather service.
Declaring a state of emergency, Mississippi Governor Phil Bryant deployed resources to the multiple counties in that state that reported damaged homes and businesses, power outages and flooding.
Tuesday's storms also contributed to a 21-vehicle pile-up that shut Interstate 40 in downtown Oklahoma City and caused power outages for tens of thousands of residents.
A Texas man died after an accident involving a toppled tree in the road, and there was another weather-related fatality on I-44 in Oklahoma, according to local authorities.

WASHINGTON (AP) ? It's hardly a secret that Barack Obama, like every president no doubt, muses about his ultimate legacy and spot in the presidential pantheon. He approaches his second term confronting tough and shifting challenges that will play big roles in shaping the rest of his presidency and his eventual place in history.
In the coming months, Obama will have to decide where to be ambitious, where to be cautious, and where to buy time.
He draws political strength from his surprisingly easy re-election in a bad economy. It's partly offset, however, by Republicans' continued control of the House, plus their filibuster powers in the Senate.
Some of the big issues awaiting the president's decisions are familiar, long-simmering problems. They include immigration and the need for a tenable balance between taxes, spending and borrowing.
Another issue, gun control, jumped to the national agenda's top tier this month following the massacre of first-graders and teachers in a Connecticut school. And the issue of climate change remains unresolved.
Veteran politicians and presidential historians say it's almost impossible for Obama to "go big" on all these issues. Indeed, it might prove difficult to go big on even one. While some counsel caution, others urge the president to be as bold and ambitious as possible.
"Americans are yearning for leadership," said Gil Troy, a presidential scholar at McGill University.
As a president dealing with policy, he said, Obama has generally failed to give "that visionary, powerful address that we came to know and love and expect in the 2008 campaign."
Rather than let Congress take the lead on big issues, as it did in drafting the 2009 health care overhaul, Obama should be more forceful in pushing new legislation or using his executive powers to bypass Congress where possible, Troy said.
"The gun control issue is a major opportunity for Obama to make his mark on history -- and solve a problem that has frustrated Democrats for decades," he added.
Other presidential historians, however, think Obama is severely constrained by political realities. They say he will have to carefully pick and choose which goals to emphasize in his second four years.
"I see Obama as almost uniquely handcuffed by circumstances," said John Baick of Western New England University. The number of big, unresolved problems facing the nation, coupled with a deeply divided public and Congress, he said, leave Obama with fewer viable options than most presidents have enjoyed.
At best, Baick said, the U.S. government "is a gigantic cruise liner, and the most he can do is keep us from hitting ice bergs."
For instance, Baick said, "if he goes big on gun control, then it's 1994 all over again."
Then-President Bill Clinton pushed an assault weapons ban through the Democratic-led Congress that year, prompting fierce pushback from gun-rights groups. Clinton later would credit the NRA with shifting the House majority to the GOP for the first time in 40 years. However, other factors -- including a House bank scandal -- played big roles, too.
Paul Rego, a political scientist at Messiah College in Grantham, Penn., largely agrees with Baick.
"While President Obama does not face the same cataclysmic events that Abraham Lincoln faced, or that FDR encountered in the form of the Great Depression and World War II, his challenges are many and significant," Rego said in an email.
He said Obama "faces a hurdle that neither Lincoln nor Roosevelt had to overcome during the tumultuous years of their respective presidencies: divided government." Today's Democrats and Republicans differ so sharply about government's proper role, Rego said. He said that Obama's job "is actually harder than that of his most illustrious predecessors."
Politicians of all stripes say Obama's first priority is to resolve the deep partisan divide over tax-and-spending issues, exemplified by repeated impasses over two years that led to this week's showdown on the "fiscal cliff."
An even higher-risk conflict may arise in a few months. Congress again must either raise the federal debt ceiling or see the government default on its loans.
Beyond that, lawmakers and interest groups are watching for signs of how hard Obama might push to restrict firearms and expand illegal immigrants' rights.
Obama said last Wednesday that gun control will be a central issue in his second term. "I will use all the powers of this office to help advance efforts aimed at preventing more tragedies like this," he said of the Sandy Hook Elementary School mass killings.
The president named an interagency task force to recommend anti-violence legislation within weeks. The strategy gives him room to distance himself somewhat from its recommendations if he wants, even though he named Vice President Joe Biden to chair the panel.
Americans' affinity for firearms runs deep, and many political activists think Obama could have more sweeping success with immigration changes.
He won a big majority of Hispanics' votes in both his elections. The trend alarms Republican strategists, who fear their party won't win another presidential election until it repairs its bad relations with Latinos.
With Democrats and Republicans increasingly aware of Hispanics' growing political clout, "this might be an historic opportunity," Troy said.
Chris Dolan, a political scientist at Lebanon Valley College in Pennsylvania, agrees. He said he expects Obama to be "incredibly ambitious on comprehensive immigration reform."
The effort, Dolan said, could "build a lasting Democratic support group. You can't do that with gun control."
Still, opposition to granting citizenship to illegal immigrants runs deep in many circles, especially the Republican Party's base. Bids for "comprehensive immigration reform" have gone nowhere in Congress in recent years.
Several advocacy groups want Obama to make the most of his executive powers to enact measures that don't require congressional action.
The Migration Policy Institute earlier this year made several suggestions regarding immigrants. They included "establishing uniform enforcement priorities," defining "what constitutes effective border control," and "allowing applicants for immigrant visas to file in the United States."
Now that Obama has won re-election, however, the advocacy group wants him instead to push a broader agenda through Congress.
"With the issue teed up for possible action," said Doris Meissner, a former commissioner at the U.S. Immigration and Naturalization Service, antagonizing congressional Republicans with executive actions "would not be politically smart."
The political climate for sweeping immigration changes "is significantly better," Meissner said, "but that does not mean it will happen."
Even with a full plate of challenges and a hostile party controlling the House, she said, "I think Obama absolutely has to go big on immigration."
The White House has declined to detail the president's plans for a second-term agenda. Once the deficit-spending problems known as the "fiscal cliff" are addressed, said White House spokeswoman Jamie Smith, "President Obama looks forward to working on a number of issues that are critical to our future, from immigration to energy, to education and national security direction."

WASHINGTON (AP) ? The Obama administration will push to tighten gun laws in response to last week's schoolhouse massacre in Connecticut, Vice President Joe Biden said Thursday, and Speaker John Boehner said the GOP-controlled House would consider the proposals.
Biden, who is overseeing the administration's response to Friday's killing of 20 children and six adults at a Newtown, Conn., elementary school, said he and President Barack Obama are "absolutely committed" to curbing gun violence in the United States.
"Even if we can only save one life, we have to take action," he said.
A longtime gun-control advocate, Biden met Thursday with Cabinet members and law enforcement officials from around the country. He said he wanted to meet with the group, which included representatives of at least a dozen law enforcement organizations, because they "know better than anyone else what's needed out there."
Police chiefs helped develop innovations such as community policing and drug courts, Biden said, and they have a comprehensive view of how to approach gun violence.
Gun-control measures have faced fierce resistance in Congress for years, but that may be changing because of the events in Connecticut, which shocked that nation. After the shooting, Obama signaled for the first time that he's willing to spend significant political capital on the issue. Some prominent gun-rights advocates on Capitol Hill ? Democrats and Republicans alike ? have expressed willingness to consider new measures.
Asked if he would allow a vote next year on gun-control legislation, Boehner, R-Ohio, said he and his caucus "join the president in mourning the victims of the horrible tragedy in Connecticut."
When Biden's recommendations come forward, Boehner said: 'We'll certainly take them into consideration."
Obama on Wednesday tapped Biden to lead an informal task force on gun violence and set a January deadline for the recommendations. The group is considering changes such as reinstating a ban on military-style assault weapons, closing loopholes that let gun buyers skirt background checks and restricting high-capacity magazines.
Beyond firearms' restrictions, officials also will look for ways to increase mental health resources and consider steps to keep society from glamorizing guns and violence.
Biden said the assault weapon ban, which expired in 2004, is one thing Congress can do immediately. He pressed the police chiefs to push for such a measure.
"For anything to get done, we're going to need your advocacy," he told the group, which included representatives of the Fraternal Order of Police, International Association of Chiefs of Police and the National Association of Police Organizations.

(Reuters) - Clearwire Corp agreed to sell roughly half of the company for $2.2 billion to majority shareholder Sprint Nextel Corp, which would then have full ownership of spectrum that will help it offer high-speed wireless services.
The $2.97-per-share deal is only 7 cents per share higher than a bid many minority shareholders said was too low days before. Clearwire shares tumbled 12.2 percent to $2.96 in morning trading on Monday.
Sprint already owns slightly more than half of Clearwire. The company said owners of 13 percent of Clearwire shares - Comcast Corp, Intel Corp and Bright House Networks LLC - had agreed to vote for the deal.
But it was not immediately clear whether Sprint, the No. 3 U.S. wireless carrier, could win the backing of a majority of Clearwire's minority shareholders, which it needs to take control.
"This is not going to be popular with the minority shareholders," said Davidson & Co analyst Donna Jaegers.
But Clearwire's top executive told analysts on a Monday call that the company had little alternative.
"Despite our efforts we have been unable to secure new partnerships," said Clearwire Chief Executive Officer Erik Prusch. "Our existing governance agreements prevented us from offering third parties the governance rights they desired in a partnership."
Shareholders with more than 13 percent of Clearwire shares said last week that they were not happy with the $2.90-per-share offer, and some have said Sprint should offer as much as $5 per share.
Crest Financial, which owns more than 3 percent of Clearwire, recently filed a lawsuit to stop the company from selling itself to Sprint.
After the deal was announced on Monday, Crest said it had amended the lawsuit to make it a class action.
Another shareholder, Mount Kellett, said last week that the $2.90-a-share deal "grossly" undervalued Clearwire.
Clearwire, which also counts Sprint as its biggest customer, has been seeking financing for a high-speed wireless network upgrade and to keep itself afloat.
While some analysts and shareholders said Clearwire did not need to rush into a sale to Sprint, others have said that move would be its best hope for survival.
Sprint, whose shares rose 1 percent to $5.61 on Monday, needs Clearwire's substantial spectrum to better arm itself against larger rivals Verizon Wireless and AT&T Inc.
Reuters reported last week that Japan's Softbank Corp, which recently struck a deal to buy 70 percent of Sprint, would not consent to a bid of more than $2.97 per share.
Softbank said on Monday that it supported the deal.

LOS ANGELES (EMBARGOED UNTIL DEC. 16, 2012 AT 1 P.M. EST) Cedars-Sinai Heart Institute researchers have reprogrammed ordinary heart cells to become exact replicas of highly specialized pacemaker cells by injecting a single gene (Tbx18)a major step forward in the decade-long search for a biological therapy to correct erratic and failing heartbeats.
The advance will be published in the Jan 8 issue of Nature Biotechnology and also will be available today on the journal's website.
"Although we and others have created primitive biological pacemakers before, this study is the first to show that a single gene can direct the conversion of heart muscle cells to genuine pacemaker cells. The new cells generated electrical impulses spontaneously and were indistinguishable from native pacemaker cells," said Hee Cheol Cho, PhD., a Heart Institute research scientist.
Pacemaker cells generate electrical activity that spreads to other heart cells in an orderly pattern to create rhythmic muscle contractions. If these cells go awry, the heart pumps erratically at best; patients healthy enough to undergo surgery often look to an electronic pacemaker as the only option for survival.
The heartbeat originates in the sinoatrial node (SAN) of the heart's right upper chamber, where pacemaker cells are clustered. Of the heart's 10 billion cells, fewer than 10,000 are pacemaker cells, often referred to as SAN cells. Once reprogrammed by the Tbx18 gene, the newly created pacemaker cells "induced SAN cells" or iSAN cells had all key features of native pacemakers and maintained their SAN-like characteristics even after the effects of the Tbx18 gene had faded.
But the Cedars-Sinai researchers, employing a virus engineered to carry a single gene (Tbx18) that plays a key role in embryonic pacemaker cell development, directly reprogrammed heart muscle cells (cardiomyocytes) to specialized pacemaker cells. The new cells took on the distinctive features and function of native pacemaker cells, both in lab cell reprogramming and in guinea pig studies.
Previous efforts to generate new pacemaker cells resulted in heart muscle cells that could beat on their own. Still, the modified cells were closer to ordinary muscle cells than to pacemaker cells. Other approaches employed embryonic stem cells to derive pacemaker cells. But, the risk of contaminating cancerous cells is a persistent hurdle to realizing a therapeutic potential with the embryonic stem cell-based approach. The new work, with astonishing simplicity, creates pacemaker cells that closely resemble the native ones free from the risk of cancer.
For his work on biological pacemaker technology, Cho, the article's last author, recently won the Louis N. and Arnold M. Katz Basic Research Prize, a prestigious young investigator award of the American Heart Association.
"This is the culmination of 10 years of work in our laboratory to build a biological pacemaker as an alternative to electronic pacing devices," said Eduardo Marbn, MD, PhD, director of the Cedars-Sinai Heart Institute and Mark S. Siegel Family Professor, a pioneer in cardiac stem cell research. A clinical trial of Marbn's stem cell therapy for heart attack patients recently found the experimental treatment helped damaged hearts regrow healthy muscle.
If subsequent research confirms and supports findings of the pacemaker cell studies, the researchers said they believe therapy might be administered by injecting Tbx18 into a patient's heart or by creating pacemaker cells in the laboratory and transplanting them into the heart. But additional studies of safety and effectiveness must be conducted before human clinical trials could begin.

LOS ANGELES (EMBARGOED UNTIL DEC. 16, 2012 AT 1 P.M. EST) Cedars-Sinai Heart Institute researchers have reprogrammed ordinary heart cells to become exact replicas of highly specialized pacemaker cells by injecting a single gene (Tbx18)a major step forward in the decade-long search for a biological therapy to correct erratic and failing heartbeats.
The advance will be published in the Jan 8 issue of Nature Biotechnology and also will be available today on the journal's website.
"Although we and others have created primitive biological pacemakers before, this study is the first to show that a single gene can direct the conversion of heart muscle cells to genuine pacemaker cells. The new cells generated electrical impulses spontaneously and were indistinguishable from native pacemaker cells," said Hee Cheol Cho, PhD., a Heart Institute research scientist.
Pacemaker cells generate electrical activity that spreads to other heart cells in an orderly pattern to create rhythmic muscle contractions. If these cells go awry, the heart pumps erratically at best; patients healthy enough to undergo surgery often look to an electronic pacemaker as the only option for survival.
The heartbeat originates in the sinoatrial node (SAN) of the heart's right upper chamber, where pacemaker cells are clustered. Of the heart's 10 billion cells, fewer than 10,000 are pacemaker cells, often referred to as SAN cells. Once reprogrammed by the Tbx18 gene, the newly created pacemaker cells "induced SAN cells" or iSAN cells had all key features of native pacemakers and maintained their SAN-like characteristics even after the effects of the Tbx18 gene had faded.
But the Cedars-Sinai researchers, employing a virus engineered to carry a single gene (Tbx18) that plays a key role in embryonic pacemaker cell development, directly reprogrammed heart muscle cells (cardiomyocytes) to specialized pacemaker cells. The new cells took on the distinctive features and function of native pacemaker cells, both in lab cell reprogramming and in guinea pig studies.
Previous efforts to generate new pacemaker cells resulted in heart muscle cells that could beat on their own. Still, the modified cells were closer to ordinary muscle cells than to pacemaker cells. Other approaches employed embryonic stem cells to derive pacemaker cells. But, the risk of contaminating cancerous cells is a persistent hurdle to realizing a therapeutic potential with the embryonic stem cell-based approach. The new work, with astonishing simplicity, creates pacemaker cells that closely resemble the native ones free from the risk of cancer.
For his work on biological pacemaker technology, Cho, the article's last author, recently won the Louis N. and Arnold M. Katz Basic Research Prize, a prestigious young investigator award of the American Heart Association.
"This is the culmination of 10 years of work in our laboratory to build a biological pacemaker as an alternative to electronic pacing devices," said Eduardo Marbn, MD, PhD, director of the Cedars-Sinai Heart Institute and Mark S. Siegel Family Professor, a pioneer in cardiac stem cell research. A clinical trial of Marbn's stem cell therapy for heart attack patients recently found the experimental treatment helped damaged hearts regrow healthy muscle.
If subsequent research confirms and supports findings of the pacemaker cell studies, the researchers said they believe therapy might be administered by injecting Tbx18 into a patient's heart or by creating pacemaker cells in the laboratory and transplanting them into the heart. But additional studies of safety and effectiveness must be conducted before human clinical trials could begin.
