AUSTIN (KXAN) - Destructive weather events such as Hurricane Katrina and? Superstorm Sandy have a major impact on the US economy.

Meteorologists can help lessen the impacts of destructive weather events by better-predicting them. Looking towards that goal, the meteorology community is rallying to create the first-ever U.S. Weather Commission.

Meteorologists from all around the world met today to discuss creating the Commission at the American Meteorological Society conference , taking place this week in downtown Austin.

If Congress approves the proposal, the commission would advise the top level of government on where federal money is needed most to improve weather prediction in this country.

?Some of the equipment that we need is very expensive," John Snow of the American Meteorological Society said. "So who is going to make that investment, when is the investment going to be made??

?We have concerns that in a world with changing climate we?re going to see more fires, we?re going to see more drought, we?re going to see more unusual hurricanes like Sandy reaching way north," Snow said. "All of those we need to be prepared for. And that means we need to understand and make the optimal investments.?

The Commission is just in its organizational stages right now, but Congress could vote on a Charter for the commission within the next two years.

Suffolk: Thirty children waiting for permanent homes amid shortage ...

THERE is a shortage of people who are considering adopting or becoming foster carers, according to council bosses.

New figures have revealed there are 30 children in Suffolk waiting to be adopted, with a further 20 youngsters aged up to 11 in need of short to medium-term foster homes.

Graham Newman, Suffolk County Council?s cabinet member for children and young people, said although the figures may not seem high, the number represents a constant flow of children through the authority?s services.

He added: ?At any one time there will be around 25 to 30 children waiting for permanent families, most likely through adoption.

?This number varies a little from month to month and to ensure we have families ready to bring children into their homes, the fostering and adoption teams work tirelessly to recruit and prepare families for this life-changing experience.?

Mr Newman said although the council worked hard to ensure families remained together, sometimes it is necessary to remove a child from their home environment to ensure their welfare is protected.

He added: ?The welfare of children in care is always a priority. We continue to find families who are willing to offer a home to children through fostering and adoption when it is not possible for them to live with their families.

?We have a team of dedicated staff who help people through the recruitment process and make it as easy as possible.

?I?d urge anyone interested in fostering or adopting a child in need to contact the county council as soon as possible.?

The plea comes as figures under the Freedom of Information Act revealed that 35 section 20 orders have been instigated by Suffolk Social Services in the last six months ? where parents have agreed to place their child into the care of the Local Authority. In three cases the child was returned to their parents and made subject to a child protection care plan or deemed to be a child in need.

Fourteen of the cases resulted in care proceedings ? with six resulting in the granting of adoption placements or orders and seven being placed in long term foster care.

A spokesman for Suffolk County Council said: ?A Section 20 order is a mutual agreement between social services and a child or children?s family that it is in their best interest that they are looked after by the local authority. Sometimes this is for a short period of time, sometimes longer.

?At all times, every possible effort is made to keep families together ? if that is in the interest of the child.?

Temperatures in China hit 28-year low - World News

Temperatures in China have plunged to their lowest in almost three decades, cold enough to freeze coastal waters and trap 1,000 ships in ice, official media said at the weekend.

Since late November the country has shivered at an average of minus 3.8 degrees Celsius (25 degrees Fahrenheit), 1.3 degrees colder than the previous average, and the chilliest in 28 years, state news agency Xinhua said on Saturday, citing the China Meteorological Administration.

Bitter cold has even frozen the sea in Laizhou Bay on the coast of Shandong province in the east, stranding nearly 1,000 ships, the China Daily newspaper reported.

Zheng Dong, chief meteorologist at the Yantai Marine Environment Monitoring Center under the State Oceanic Administration, told the paper that the area under ice in Laizhou Bay was 291 square km this week.

Transport around the country has been severely disrupted.

More than 140 flights from the state capital airport in central Hunan province were delayed, while heavy snowfall forced the closure of some sections of the Beijing-Hong Kong-Macau Expressway, the China Daily said.

Temperatures in the northeast fell even further, reaching a 43-year low of minus 15.3 degrees Celsius (4 degrees Fahrenheit), about 3.7 degrees below the previous recorded average.

One truck driver in southeastern Jiangxi province, caught in a 5 km (3.1 miles) queue caused by a pileup that happened after heavy snowfall, told China Daily the snow and extreme cold had caught him unawares.

"I didn't expect such a situation, so I've brought no warm coats or food. All I can do now is wait," trucker Yao Xuefeng told the paper.

As this week sees many people returning work after the holidays, I have decided to go for an app to track my weight and hopefully inspire me to lose some too. All of the overeating and drinking over the past three weeks has seen me gain around 10 lb which is really pretty bad!

I have previously used Weightbot as a weight tracking app but as it still hasn?t been updated for the iPhone 5, I looked for a different app and discovered Monitor Your Weight. Monitor Your Weight is a free app that lets you input your vital statistics and desired weight. It then gives you an idea on what your calorie intake should be to enable you to lose weight and how long it will take you to get to your desired weight.

It is a very simple app to use and shows you at a glance what your weight is, your BMI, body fat percentage and much more. I thoroughly recommend it as a weight tracking app and it fills that iPhone 5 screen perfectly!

Repulze - Simon Sage

Repulze is a fast, futuristic racing game with twist. On top of the classic gravity-defying gravtrak-style racing, unlockable hovercraft, and techno soundtrack, players have to guide their way through green and red gateways throughout the track in order to build up their speed boost meter. The trick is, every three gates of a color players ride through, the color switches. If you drive through a gate that?s the wrong color, you lose speed. Repulze is very fast-paced and challenging, plus the graphics are fantastic, maintaining a solid 60 FPS. Currently there are nine tracks and six hovercraft, but two ?phases? (content updates) are due to be landing soon.

I have a problem. It's one a lot of you out there I'm sure share with me. I can't stop changing my wallpapers around. They stick for a day or two and then I ultimately get sick of them and switch to a new one. To help feed my addiction and habit, I use the free Zedge Wallpaper app, which is filled with plenty of selection. Just pick from any one of the many categories and you'll have a whole slew of choices available to you. Plenty of HD / Retina optimized content is available and the app has support for the iPhone 5. Thirst for Twitter - Ally Kazmucha

While Thirst is technically a Twitter client, it's a very different kind of client. I won't be replacing Tweetbot with it any time soon but I will use it on a regular basis, even though it's not to actually tweet. Thirst's main goal is to present news you care about on Twitter in a way that makes it easier to find what you're looking for. The main feature, Newspaper, allows you to view tweets that are sorted by topic. The main newspaper section will divide up topics and then filter tweets about those topics into them accordingly.

We all know that Twitter is probably one of the prime places to find out about news. That's what makes Thirst so great. I can sort tweets out by topic and I typically catch things that I may or may not have caught just browsing through a general stream or list. While the main purpose of Thirst isn't to be a Twitter client, it does build in basic functionality for composing tweets as well as viewing your timeline. It's great for times when you want to respond to something you see in Thirst but don't want to have to jump into another app to do so.

Any.DO To-do list - Leanna Lofte

Any.Do is a to-do list with a beautiful design, cloud syncing, speech recognition, and more. The animations and gestures are what really drew me to Any.DO because, well, I'm a sucker for that kind of stuff. For example, when you tap the plus sign to add a new item, the text field slowly slides down from the top of the screen while the keyboard and folder name slides up from the bottom of the screen. The text field and folder name animate at different speeds, though, so that they reach their destination at the exact same time. Details like this are what make Any.DO so appealing to me.

As far as features are concerned, Any.DO includes Time & Location reminders, folders, notes, repeating tasks, calendar view, cloud sync, speech recognition, gestures, and more. And the best feature of all? It's free!

Tripit - Travel Organizer - Rene Ritchie

I'm about to leave for CES 2013, and then Macworld|iWorld 2013, and then maybe GDC, and come June, WWDC 2013. The first half the year is travel season for me. And that means, as soon as the holidays are over, I'm re-installing Tripit on my iPhone, and for at least a week a month, I'm putting it on my Home screen.

Tripit is just the easiest way to keep track of my travels. I get a confirmation email from an airline or hotel, I forward it to Tripit, and it shows up in the Tripit app along with all the information I need to know, including times, dates, maps, and more.

There's a free version of the app and the service, but I use the paid app and I pay for Tripit pro. I'd rather give money than waste my time or attention, and I'm glad they give me that option.
