New communications satellite set to launch

NASA plans to launch a new satellite Wednesday to upgrade the network used to send messages back and forth between spacecraft and the ground.

The space agency is set to launch the new Tracking and Data Relay Satellite K (TDRS-K for short) at 8:48 p.m. EST from Cape Canaveral Air Force Station in Florida. The spacecraft will blast off atop a United Launch Alliance Atlas 5 rocket.

Weather at the launch site is looking promising, but NASA officials aren't taking any chances, and won't launch the rocket unless skies are clear.

"Now we're looking at a 40-percent chance that a weather rule will be violated," Joel Tumbiolo, a NASA launch weather officer, said on Monday.

The rocket that will carry TDRS-K to orbit has already been rolled out onto the launch pad, but a cold front is approaching Cape Canaveral that could delay the launch. Electrically active clouds heralding the arrival of the cold front might create dangerous conditions.

TDRS-K has an estimated cost of between $350 million and $400 million, not counting the cost of the rocket to launch it. The spacecraft is the first of three new satellites due to lift off between now and 2015 to bolster the TDRS communications satellite network, which relays data and messages between spacecraft in orbit and ground stations. Thanks to the positioning of ground elements and the TDRS network of satellites around the world, NASA scientists have constant communication with orbiting spacecraft. The network is responsible for space-to-ground communication with the International Space Station as well as the Hubble Space Telescope.

Orbital network
The TDRS-K satellite is expected to last at least 15 years in orbit. It is the 11th TDRS spacecraft to launch since the network was started in 1983. Today, five satellites are in active service, but one might be retired once TDRS-K is placed in orbit, said Badri Younes, a scientist in NASA's Space Communications and Navigation office.

The Atlas 5 rocket will boost the new satellite into an orbit 22,300 miles (35,888 kilometers) high, where it will join a network of other relay spacecraft above the planet. Once out of Earth's atmosphere, the rocket's main engine will separate and fall away, leaving a second-stage centaur rocket engine to carry the 26.7-foot-tall (8 meters) satellite into orbit.

The TDRS-K has two insectlike antennas that are folded during launch. Once the satellite detaches from the rocket's second stage, its antennas will pop out into a bowl shape. After 10 days of maneuvering into its proper orbit, TDRS-K's two solar arrays will unfurl and the antennas will lock into place.

After launch, NASA will test the satellite for three months to make sure everything is in working order. Once those tests are complete, the TDRS team will decide if the satellite is ready for service (if not, it will be moved to a backup position).

Justin Timberlake is teaming up with his favourite designer Tom Ford to create a collection of suits inspired by his new album.

The sharp-dressed singer is creating a line of shirts, ties and shoes with the former Gucci boss to accompany the release of his comeback album The 20/20 Experience in March.

The duo's clothes and accessories will feature in videos and visual campaigns for the album.

Ford worked with Timberlake on the snazzy outfits in the video for his latest song Suit & Tie, and also created the artwork for the single - which features a close-up of a Tom Ford tuxedo and bow-tie.

It's not the first time the stylish pair has collaborated - Ford made Timberlake's wedding outfit with input from the groom himself.

Morsi declares state of emergency after dozens killed in Egypt

The wave of violence in Port Said, Suez, and Cairo is a symptom of an unresolved political crisis provoked by President Mohamed Morsi.?

Egyptian security officials say that 38 people have died in the Mediterranean city of Port Said after a judge sentenced 21 people to death in connection to one of the world's deadliest incidents of soccer violence.

Egypt's President Mohamed Morsi announced a state of emergency and a curfew in the three Suez Canal provinces where deadly violence has flared for three days. At least three people were killed in Port Said today and hundreds wounded during the funeral for some of the at least 35 people who were killed in rioting there yesterday. The violence began after a court sentenced 21 people to death for a deadly soccer riot last year.

In a fiery televised speech to the nation, he also invited opposition leaders to dialogue tomorrow, and praised the police and the military for protecting state institutions and following orders. He said he would not hesitate to ?do much more? to prevent violence. "I have said I am against any emergency measures but I have said that if I must stop bloodshed and protect the people then I will act," he said.?

Violent protests against President Morsi also continued in other cities across Egypt over the weekend. The Egyptian Army was deployed in both Port Said and Suez, where protesters attacked police stations and government buildings after police killed at least nine people during anti-Morsi protests on Friday, the second anniversary of the uprising that unseated former President Hosni Mubarak. Clashes between protesters and police continued in Cairo.

The wave of violence roiling the nation is the largest challenge yet for Morsi. Elected last summer, he provoked a popular backlash when he grabbed power by sidestepping the judiciary, and pushed a new constitution to a vote despite the anger of the opposition. He and his party had portrayed the document as a path to stability. While the violence in Port Said is separate from the anti-Morsi protests taking place in other cities, analysts say in both cases the unrest is a symptom of an unresolved political crisis and the decreasing legitimacy of state institutions.

?I think it's indicative of the way in which the authority and legitimacy of the state have receded, and is reflective of a very deep-seated political crisis," says Michael Hanna, a fellow at the New York-based Century Foundation who is currently in Cairo. "It's going to be very difficult to reestablish that authority because they are acting unilaterally. And the tools that they are employing to try to reestablish authority are the tools of repression that have and continue to generate a destabilizing effect in the form of protests and mass mobilization," he says of Morsi's government.

A constitution drafting process that marginalized the opposition, and bringing the document to a vote despite their protests, ?served to institutionalize the political crisis,? he says. ?And I think we're seeing some of the fruits of that. It's been coupled with frustration that he has not been able to deliver tangible reforms or improvements in people's lives.?

Morsi's speech was his first verbal address to the nation since violence began Friday. In Port Said, violence broke out Saturday when a court in Cairo sentenced 21 people to death,?mostly Port Said soccer fans,?to death for the killing of 74 people in a Port Said soccer stadium last year. After a game between the Port Said team and Cairo's Al Ahly club, men from the Port Said fan section rushed the Ahly fans and attacked them. Some were beaten or thrown off the stands, while others suffocated or were trampled to death as they attempted to escape through the exit and found the door locked.

Fans of the Ahly team known as Ultras, who have participated in many of the protests since the uprising, celebrated the verdict in Cairo. In the days leading up to the verdict, they had threatened violence if it was unsatisfactory. But in Port Said, supporters of those sentenced to death rioted, attacking police stations, the prison where the defendants were housed, and government buildings, blocking roads and setting fire to tires in the street. Two of the dead were police officers.

Port Said residents said they felt their young men had become scapegoats for a crime many believe was planned and carried out with complicity of police. The remainder of the 73 defendants in the case, including nine security officials, will face a verdict on March 9.

A funeral procession today for most of those killed yesterday was interrupted by gunfire and tear gas, according to witnesses. State TV said five were shot dead.?Mourners chanted ?Morsi is God's enemy? during the funeral, reported the Associated Press. At a funeral for the policemen killed in Port Said, police who were attending heckled the Interior Minister, forcing him to leave, reported local newspapers.

Cairo: fourth day of clashes

In Cairo, hundreds of young men clashed with police near Tahrir Square for the fourth day in a row. Clashes broke out even before the large protest against Morsi that took place Friday to mark the second anniversary of the uprising. Police fired tear gas as young men threw rocks and lit tires on fire to provide a smoke screen.

?We want to deliver a message to the president that he's not welcome, that he doesn't represent us,? says protester Muhaab Selim. ?Everything he promised us, he didn't do. He's become the president of the people he is from, not of all the people,? he says, referring to the Muslim Brotherhood.

Morsi offered his condolences to the families of those killed and called for peaceful protests in Twitter messages in the early hours of Saturday. Yesterday he convened the newly established National Defense Council for the first time, to discuss troop deployments to Suez and Port Said with top generals. The council called for a national dialogue, and said it may declare a state of emergency and curfew in areas of unrest.

Mustapha Kamel Al Sayyid, a political science professor?at the American University in Cairo, says Morsi is treating the situation like a security crisis, not a political one. ?It?does not seem that he sees this as a political problem that requires active engagement with the opposition, and revolutionary groups in order to get a negotiated end to this situation,? he says. ?I think this signals a loss of legitimacy of President Morsi.?

But he also points out that the protests have not been propelled by the opposition movement. ?These are spontaneous explosions of discontent on the part of ordinary citizens,? he says. The coalition formed by prominent politicians and movements that oppose Morsi, called the National Salvation Front, issued a set of demands yesterday, calling on the president to form a national unity government and investigate recent violence, after calling for early presidential elections.

When you ring the doorbell at Marie Frank?s Dunwoody home, she barely cracks the door.

?Come in quickly,? she says, opening the door just enough for you to squeeze through.

Once inside, the reason for her caution is clear. Frank has three pet cockatiels that fly freely about her home.

Dixie perches on the handle of her oven, singing to his reflection in the stainless steel appliance. Lucky hops over to the table where Frank is sitting, curiously inspecting her coffee mug.

Frank said her birds are always entertaining her. But she said most people don?t know what they are getting into when they buy a parrot.

?These are the best pets,? Frank said. ?But if you don?t treat them well, they can be your worst nightmare.?

Frank is passionate about teaching people about responsible bird ownership.

A-Pets-2Frank said when she got her first gray and yellow cockatiel, Dixie, she assumed it would be happy living in its cage. ?I had a 5-year-old son who wanted a parrot,? Frank said. ?I think people think ? like I did ? that you can buy a big cage and look at him because he?s pretty.?

But she soon learned that her bird needed to spend time outside of his cage, flying and interacting with her family.

?Dixie is kind of the one who trained us on how he wanted to be treated,? Frank said. ?To treat them properly, you have to give them little or no cage time.?

Since getting her first cockatiel, Frank has rescued three more and has traveled to Arizona to volunteer with a bird rescue sanctuary.

She said there are many things people don?t know about parrots ? the family of exotic birds that includes macaws, cockatoos and Amazons.

If birds are bored or unhappy in their cage, they can be very loud and destructive, she said.

Some birds will even pick out their feathers and bite their skin with their beaks if they are confined to a cage.

?People need to know they are social creatures, they do need stimulation, they do need interaction,? Frank said.

Frank said many people give away their parrots, annoyed by the noise the birds make. There are only a few bird rescue groups around the country, and there often isn?t much space.

?The rescues are bursting at the seams. They?re so overcrowded,? Frank said.

One reason those rescues are so crowded: birds have incredibly long life spans.

Smaller parrots like cockatiels can live up to 25 years. But some larger birds, like macaws and African Grey Parrots, have a life span of up to 100 years.

Ron Johnson, owner of Feathered Friends Forever, cares for 1,400 birds at his rescue facility near Augusta.

He said birds come to the rescue from around the country for a variety of reasons. Some have owners who have died, or owners who have moved and can no longer keep them. Some people turn their birds in because they are simply tired of being bitten by the birds or hearing them chirp.

Johnson said the problem is that breeders continue to sell the birds for a large profit.

?Breeders and pet stores don?t care what people buy so long as they collect their money,? Johnson said.

Johnson said someone recently dropped off a bird that was only six months old.

?A breeder convinced this lady that this was a quiet, lovable bird,? Johnson said. ?She paid $900 for the bird, $300 for the cage, and had it 48 hours because she couldn?t stand the noise that it made.?

He said it?s important to keep in mind that parrots are wild animals. They still have natural instincts that can make them unfriendly.

?They?re in a sense ?domesticated? in that they will take food from your hand and they will talk to you,? Johnson said. ?When it?s breeding season, you have Dr. Jekyll.?

(AP) ? Cissy Houston has a few words, and a few more, for Bobby Brown.

In "Remembering Whitney," the mother of the late Whitney Houston writes that from the start she had doubted whether Brown was right for her daughter. And she thinks that Whitney might not have ended up so "deep" into drugs had they not stayed together.

"I do believe her life would have turned out differently," Houston writes. "It would have been easier for her to get sober and stay sober. Instead she was with someone who, like her, wanted to party. To me, he never seemed to be a help to her in the way she needed."

"Remembering Whitney" came out Tuesday, two weeks short of the first anniversary of Houston's death. She drowned in a hotel bathtub in Beverly Hills, Calif., at age 48. Authorities said her death was complicated by cocaine use and heart disease.

During a recent telephone interview, Houston said she has no contact with Brown and didn't see any reason to, not even concerning her granddaughter, Bobbi Kristina. She reaffirmed her comments in the book that Whitney Houston would have been better off without him. "How would you like it if he had anything to do with your daughter?" she asked.

Houston said she wanted the book published so the world would not believe the worst about her daughter. Cissy Houston, herself an accomplished soul and gospel singer who has performed with Elvis Presley and Aretha Franklin, describes Whitney as a transcendent talent and vivacious and generous person known affectionately by her childhood nickname, "Nippy." But she acknowledges in the book that her daughter could be "mean" and "difficult" and questions at times how well she knew her.

"In my darkest moments, I wonder whether Nippy loved me," she writes. "She always told me she did. But you know, she didn't call me much. She didn't come see me as much as I hoped she would."

But, "almost always," Whitney Houston was "the sweetest, most loving person in the room."

Brown is portrayed as childish and impulsive, hot tempered and jealous of his wife's success. Cissy Houston describes a 1997 incident when Whitney sustained a "deep cut" on her face while on a yacht with Brown in the Mediterranean. Whitney insisted it was an accident; Brown had slammed his hand on a table, breaking a plate. A piece of china flew up and hit Whitney, requiring surgery to cover any possible scar.

The injury was minor, the effects possibly fateful.

"She seemed sadder after that, like something had been taken away from her," Houston writes.

For years, Whitney's drug problems had been only a rumor to her mother, who writes that concerns expressed by record executive Clive Davis were kept from her by her daughter and others. But by 2005 she had seen the worst. Houston remembers a horrifying visit to the Atlanta home of Brown and Houston, where the walls and doors were spray-painted with "big glaring eyes and strange faces." Whitney's face had been cut out from a framed family picture, an image Cissy Houston found "beyond disturbing." The next time Houston came to the house, she was joined by two sheriff's deputies who helped her take Whitney to the hospital.

"She was so angry at me, cursing me and up and down," she writes. "Eventually, after a good long while, Nippy did stop being angry at me. She realized that I did what I did to protect her, and she later told people that I had saved her life."

Brown and Whitney Houston divorced in 2007, after 15 years of marriage. When she learned that her daughter was leaving Brown, Cissy Houston was "extremely relieved" and "thanking God so much I'm sure nobody else could get a prayer in to Him."

Houston has no doubt that if Whitney were alive she would still be singing and making records. Houston said during her interview that she has seen "Sparkle," a remake of the 1970s movie that came out last summer and featured Whitney as the mother of a singing group struggling with addiction. Although Cissy Houston doesn't like movies about "drugs and all that kind of stuff," she was impressed by "Sparkle."

"I thought she was great in it and all the kids were great," says Houston, who adds that the "whole movie was hard to get through."

The book, too, was painful and her grief continues. She writes that sometimes she hears a doorbell ring and thinks it's Whitney, or sees a vase in a different place and wonders if her daughter is around. Some nights, Cissy Houston wakes up crying, not sure at first where she is.

"But then I get up out of bed, wipe my eyes, wash my face, and lie back down to my sleep. Because that is all I can do," she writes. "I am so grateful to God for giving me the gift of 48 years with my daughter. And I accept that He knew when it was time to take her."

White House: Egypt's democracy on 'difficult path'

(AP) ? Egypt is on a "difficult path" to a peaceful democracy, the White House said Monday as months of lukewarm political support for the conservative Islamic government was in danger of backfiring after deadly weekend riots pushed Cairo to crack down on civil rights.

It was the latest strain on the stretched-thin detente between the Obama administration and Egyptian President Mohammed Morsi and his Muslim Brotherhood following ? a fault line that already has delayed $1 billion in U.S. aid to Cairo. Billions of additional dollars in international loans also have been shelved because of Egypt's instability.

Washington has worried since June ? when Egyptian voters overthrew dictator Hosni Mubarak and picked Morsi as its first democratically elected leader ? that the Brotherhood ultimately would default to its anti-American and anti-Israel roots instead of taking a more moderate stance towards peace.

A spate of recent steps ? from Brotherhood-led attacks on protesters, to vague protestations of women's freedoms in the nation's new constitution, to revelations of old comments by Morsi referring to Jews as "bloodsuckers" and "pigs" ? have raised alarm among senior U.S. officials. Political unrest in Egypt peaked this weekend with clashes that left more than 50 people dead and forced Morsi to deploy military forces and impose a curfew as part of a month-long state of emergency in three Suez Canal provinces.

"We have engaged directly with the Egyptian government as they move forward on the difficult path towards greater democracy and rule of law, and we will continue to do so," White House spokesman Jay Carney said Monday. "There needs to be a lasting solution to the conflict that we see in Egypt and it has to be a solution that adheres to the rights of all Egyptians.

"Obviously, this is not a lasting solution," Carney said.

The U.S. Embassy in Cairo closed hours early on Monday, fearing that protests against Morsi and the Brotherhood could turn violent and endanger American diplomats who work a few miles from Tahrir Square, the base of Egypt's revolution in 2001. State Department spokeswoman Victoria Nuland said U.S. officials are "obviously watching how this moves forward," and urged Morsi's secular and liberal political opponents to agree to a national dialogue with the president to settle the burgeoning crisis.

"There are a lot of different views about how to take the country forward," Nuland said.

Egypt is the birthplace of the Muslim Brotherhood, but its influence and affiliates have spread across the Mideast and into North Africa ? where two recent terrorist attacks and a French assault on Islamist militants in Mali have presented Obama with a new front in the war against extremism for his second term.

The White House has little interest in picking a fight with the Brotherhood, which has grown in size and stature across the region since the Arab Spring revolts. The Brotherhood and similar Islamist movements are regarded warily by monarchies in Jordan, Kuwait, Saudi Arabia, the United Arab Emirates and Morocco. Its members are part of the opposition coalition seeking to oust Syrian President Bashar Assad. It has small followings in Qatar, Algeria, and a like-minded ? although not officially affiliated ? ally in Tunisia.

The Brotherhood describes itself as a non-violent social organization dedicated to instilling Islamic values in the society. In Egypt, the group was repressed by former regimes for decades and has struggled with adjusting to its new role leading the government. Its members, fearing a coup, are widely blamed with attacking anti-Morsi protesters outside the presidential palace in Cairo last month in clashes that left at least 10 people dead.

"This is the kind of group that will be a pain to deal with for the United States, but it's not al-Qaida; it's not a security threat," said Nathan Brown, a professor at George Washington University who has been researching Islamic movements for nearly a decade. "The biggest fear on the part of the (Obama) administration is a political breakdown in Egypt. They are worried that a collapse in the Egyptian state would be destabilizing on the region, and might allow the flow of arms and fighters among more radical movements in the region."

Since the Tahrir Square revolution, Washington has tried to help Egypt build a democratic state without appearing to tread on its sovereignty. Morsi won election last June with 51 percent of Egypt's vote, and has since offered words of moderation, brokered a cease-fire between Israelis and Palestinians in Gaza and bore down on terrorist dens in the Sinai Peninsula.

Morsi's anti-Semitic comments, made in separate speeches in 2010 but which surfaced this month on Egyptian TV, also accused Obama of being a liar. They shocked U.S. officials who sprang to condemn them as counter-productive to American-supported peace efforts in the Mideast. But they surprised few people in Egypt, who have heard Brotherhood officials make similar statements for years.

Morsi initially struggled to respond to the U.S. backlash from the comments. His office issued a statement committing to uphold religious freedoms and tolerance, and condemning violence. It did little to soothe U.S. lawmakers ? Democrats and Republicans alike ? who have balked at approving $1 billion in aid to Egypt that Obama promised in 2011 to help the new government settle an economic crisis that has drained the country's central bank and devalued the local currency in the revolution's aftermath.

"How would the American people feel about cutting money to education programs here and giving money to a government that is anti-Semitic?" Rep. Frank Wolf, R-Va., a member of the House Appropriations subcommittee that oversees funding to foreign governments, said.

"I don't think the administration has any right to say they are going to grant this foreign aid because I think this Congress may very well condition it," Wolf said. "I think there are a lot of questions, and I don't think it's a given."

Part of the proposed $1 billion aid package depends on International Monetary Fund approval of its own $4.8 billion loan to Egypt. But that loan has stalled for months because of Egypt's instability. And despite its misgivings about Morsi, the White House still is pushing Congress for the funding, acknowledging that Egypt's downfall all but certainly would roil the already turbulent Mideast and North Africa.

Obama administration officials said Morsi's promises to abide by Egypt's 1979 peace treaty with Israel, and continued security cooperation with Israel over the volatile Sinai Peninsula shows his willingness to be a reasonable partner. Morsi's work in November to broker a cease-fire between Israel and Gaza's Hamas rules was "a good first step," the senior Obama administration official said.

But Washington remains wary of Morsi and the Muslim Brotherhood, "who come from a very conservative viewpoint with issues that are very important to America," said Sen. Kirsten Gillibrand, D-N.Y.

Gillibrand was part of a delegation of U.S. lawmakers who met with Morsi in Cairo this month shortly after his 2010 statements surfaced. She stopped short of saying Morsi appeared chastened but described him as mindful of "how important America is to the viability of his presidency and the economy."

She said lawmakers want to see what actions he takes, "and we want to see if his words match those deeds and actions," Gillibrand said.

PFT: Poll: 61 percent of players disapprove of Goodell

After the NFC jumped out in front 10-7 in the Pro Bowl?s initial 16 minutes, Chiefs linebacker Derrick Johnson briefly returned the lead to the AFC by reading Giants quarterback Eli Manning?s eyes in zone coverage and picking off Eli?s pass, which was intended for Vikings tight end Kyle Rudolph.

Johnson beat everyone to the house for a 42-yard pick six, putting the AFC up 14-10 early in the second quarter.

The NFC rallied back on its next drive, keyed by a BeastMode run out of Seahawks running back Marshawn Lynch. Lynch shed five tackles for a vicious 12-yard gain, easily the best run of a Pro Bowl that has so far been decidedly pass happy.

Two snaps after Lynch?s run, Eli hit Giants teammate Victor Cruz for a nine-yard touchdown on an in route out of the slot, giving the NFC the lead back at 17-14. Cruz, as he is known to do, performed a quick salsa dance in the end zone to celebrate.

Trailing by three points midway through the second quarter, the AFC replaced Peyton Manning at quarterback with Matt Schaub of the Texans. On a 40-yard bomb attempt intended for Broncos receiver Demaryius Thomas, Schaub was intercepted by Falcons safety William Moore. Moore returned the pick 27 yards to the NFC 28.

Eli got aggressive with under three minutes remaining in the first half. He noticed Rudolph in Chiefs linebacker Tamba Hali?s coverage down the right sideline, waved Rudolph to continue his route downfield, and hit him for a deep gain of 52 behind a lumbering Hali.

The first flag of the game was called on Broncos cornerback Champ Bailey toward the end of the second quarter. When explaining the penalty, official Ed Hochuli made sure to announce that ?Yes, there are penalties in the Pro Bowl.? (Yes, Hochuli really said that.)

Bailey was covering Bucs receiver Vincent Jackson in the end zone when whistled, so the ball was placed at the AFC?s one-yard line.

Lynch punched it in from a yard out, increasing the NFC?s lead to 24-14. Eli led yet another touchdown drive to close out the half, going 75 yards in the final 68 seconds with a three-yard scoring strike to Rudolph to cap it off.

As of halftime, top performers in the 2013 Pro Bowl so far have included Rudolph (five catches, game-high 122 yards, one touchdown), Jackson (five catches, 86 yards, one touchdown) and Cruz (game-high eight catches, 66 yards, touchdown).

Through two quarters, Rudolph is the favorite for Pro Bowl MVP.

Facebook for iPhone, iPod touch, and iPad has been updated to version 5.2 and among the highlighted features are voice messages, video recording, and a new Nearby tab.

Voice messages are billed as a way to add audio to your texts for when you have "more to say". Video recording happens right in the Facebook app, so you can get yourself, or anything you care to film, online and shared with your entire graph more conveniently than ever. And, yet, the Nearby tab got a makeover to encourage you to share where you're at.

As with any Facebook update, it'll be interesting to see which old bugs (and crashes!) get fixed, and which new ones emerge. (Social is hard?).

(AP) ? Gregg Williams may be a step closer to returning to the NFL after being suspended indefinitely for his role in the Saints' bounty program.

Titans coach Mike Munchak has talked with Williams and is interested in adding him to his Tennessee staff, said a person familiar with the situation. The person spoke Sunday to The Associated Press on the condition of anonymity because the Titans do not discuss personnel moves until they are finalized.

Before the Titans could hire Williams, he must be reinstated by the league. Commissioner Roger Goodell suspended him indefinitely for his role in the New Orleans Saints bounty program, and NFL spokesman Greg Aiello said Sunday the league has not yet addressed Williams' potential reinstatement.

Munchak did not immediately answer a message left by the AP on Sunday. The Titans coach has not talked with the media about his team since the day after the season ended.

How quickly the league considers reinstating Williams may take at least a week with the San Francisco 49ers arriving in New Orleans on Sunday to kick off festivities leading up to the Feb. 3 Super Bowl.

Williams is the only coach or player who has yet to return to the NFL in the wake of the bounty scandal.

Goodell just lifted the suspension for New Orleans coach Sean Payton on Tuesday, nearly two weeks earlier than expected. Saints general manager Mickey Loomis was suspended for eight games and assistant head coach Joe Vitt for six. Four current or former Saints players were also suspended after an investigation found the club had a performance pool offering cash rewards for key plays, including big hits. The player suspensions eventually were overturned.

Williams was the Saints defensive coordinator from 2009-11 and was hired by St. Louis in January 2012 by former Titans coach Jeff Fisher before being suspended indefinitely in March 20112. Williams' son, Blake, also was on Fisher's staff as the Rams' linebacker coach ? but his contract was not renewed earlier this month.

Munchak has known Williams since 1990. Munchak was playing for the then-Houston Oilers when Williams became an assistant coach with the team. They also coached together with the Oilers; Munchak oversaw the offensive line starting in 1994 and Williams rose from defensive assistant to coaching special teams, then linebackers and finally defensive coordinator.

Williams left the Titans to become head coach of the Buffalo Bills in 2001 before becoming defensive coordinator with the Washington Redskins from 2004-07. He also was defensive coordinator in Jacksonville in 2008 before being hired by the Saints in 2009.

Williams also has a relationship with Munchak's current defensive coordinator, Jerry Gray. When Williams left for Buffalo, Gray went with him and served as Williams' defensive coordinator with the Bills.

Even though Gray currently has the job, the Titans' defense needs help and Munchak will be coaching for his job in 2013 after going 6-10 in his second season as head coach. One reason for the losing record was Tennessee's inability to stop anyone; the Titans set a franchise record allowing 471 points in 2012. The only change Munchak has made to his defensive staff was letting linebackers coach Frank Bush go and moving Chet Paralavecchio into the job from assisting with special teams.

In Williams' last season with the Titans, Tennessee ranked first in the NFL in fewest yards allowed, first in passing yards allowed and third in rushing defense. The Titans also set a franchise-record for fewest points allowed with 191 with an aggressive defense.

In Washington, a proposal to sell naming rights

(AP) ? As many state and local governments across the nation deal with the aftermath of severe budget cuts prompted by the Great Recession, a Washington state lawmaker has put forth a plan to increase revenue without raising taxes: Allow the sale of naming rights to publicly owned facilities.

"I'm trying to think out of the box and come up with some revenue for our local folks and for our state that isn't another dollar out of our taxpayers' wallets," said Republican state Rep. Jan Angel.

The practice has been in place elsewhere for decades, most prominently on sports venues. The results have ranged from memorable, Busch Stadium in St. Louis, to regrettable, Sleep Train Arena in Sacramento, Calif.

The proposal has sparked a measure of skepticism in Washington state among those who think it would give the appearance that government influence is for sale.

"I think perhaps of the CenturyLink Capitol building or something like that," said Democratic state Rep. Sam Hunt, during a recent committee hearing. "How far could this go?"

Angel's plans include measures that would allow private bidders to pay state and local governments for the right to name everything from government buildings to schools. She maintains that reception to her bills has been very positive.

In addition to raising funds, Angel, who represents a district west of Seattle that includes the town of Port Orchard, says she wants to provide firmer legal footing for local governments in Washington state that already are engaged in the practice.

Washington state isn't alone in considering such plans.

Virginia lawmakers last year passed a measure allowing the state to sell naming rights to its bridges and roads. Shortly thereafter, the state signed a $2 million yearly deal granting GEICO Insurance naming rights to all 43 of its rest areas.

New Hampshire and Florida lawmakers discussed similar legislation last year, to no avail. New Hampshire, however, is set to try again this year.

Several local government agencies also have gotten in on the action.

In Philadelphia in 2010, AT&T paid $5 million to put its name on a downtown transit station for five years.

A year before that in New York City, the British bank Barclays bought the naming rights to a bustling Brooklyn subway station for $200,000 per year. The bank's name also is attached to the adjacent arena that is home to the NBA's Brooklyn Nets.

In Washington, Angel says she is particularly interested in raising cash by selling the naming rights to the Tacoma Narrows Bridge. The state owes more than $45 million a year in debt payments on the span. Money for those payments is raised by bridge tolls. Those fees are slated to increase from the current $4 to $6 per round trip in 2015, a scenario Angel hopes to avoid. It was not immediately clear, however, whether the plan would be able to accomplish this goal.

Despite the potential to provide cash, critics say that such deals are inappropriate.

"The problem is it's not money for nothing," said Robert Weissman, president of Public Citizen, a left-leaning Washington D.C.-based consumer advocacy group.

Weissman says he understands why some lawmakers find the approach appealing, but argues that it should be abandoned.

"It erases the important and appropriate divide between the commercial sphere and the civil sphere and communicates a message that everything is for sale," he said.

Under Angel's plans, no government entity would be compelled to sell naming rights to any given property. And governments would still have the ability to name memorials after notable people for free.

She said money raised would go toward the renamed facilities and that the proposals would leave up to local control issues including who gets to buy the names, how the rights would be sold and how names would be displayed.

The measures would not allow obscene or offensive names. Nor would they allow names of tobacco or cannabis companies.

Angel said her bills put to legislators the question: If we so desperately need revenue, why not give it a try?

"Nothing ventured," she added, "nothing gained."

North Korean leader vows strong action

SEOUL, South Korea (AP) ? North Korean leader Kim Jong Un convened top security and foreign affairs officials and ordered them to take "substantial and high-profile important state measures," state media said Sunday, indicating that he plans to push forward with a threat to explode a nuclear device in defiance of the United Nations.

The meeting of top officials led by Kim makes clear that he backs Pyongyang's defiant stance in protest of U.N. Security Council punishment for a December rocket launch. The dispatch in the official Korean Central News Agency did not say when the meeting took place.

Last week, the Security Council condemned North Korea's Dec. 12 launch of a long-range rocket as a violation of a ban against nuclear and missile activity. The council, including North Korea ally China, punished Pyongyang with more sanctions and ordered the regime to refrain from a nuclear test ? or face "significant action."

North Korea responded by rejecting the resolution and maintaining its right to launch a satellite into orbit as part of a peaceful civilian space program.

It also warned that it would keep developing rockets and testing nuclear devices to counter what it sees as U.S. hostility. A rare statement was issued Thursday by the powerful National Defense Commission, the top governing body led by Kim.

Kim's order for strong action and the recent series of strong statements indicate he intends to conduct a nuclear test in the near future to show "he is a young yet powerful leader both domestically and internationally," said Chin Hee-gwan, a North Korea expert at South Korea's Inje University.

North Korea cites a U.S. military threat in the region as a key reason behind its drive to build nuclear weapons. The two countries fought on opposite sides of the Korean War, which ended after three years in 1953 with an armistice, not a peace treaty. The U.S.-led U.N. Command mans the Demilitarized Zone dividing the two Koreas, and Washington stations more than 28,000 troops in South Korea to protect its ally.

North Korea is estimated to have enough weaponized plutonium for four to eight bombs, according to American nuclear scientist Siegfried Hecker, who visited the country's nuclear complex northwest of Pyongyang in November 2010.

However, it is not known whether North Korean scientists have found a way to build nuclear warheads small enough to mount on a long-range missile.

Experts say regular tests are needed to perfect the technique, and another atomic test could take the country closer to its goal of building a warhead that can be mounted on a missile designed to strike the United States. North Korea has carried out two nuclear tests, in 2006 and 2009.

South Korean defense officials say North Korea is technically ready to conduct a nuclear test in a matter of days.

Satellite photos taken Wednesday show that over the past month, roads have been kept clear of snow and that North Koreans may have been sealing the tunnel into a mountainside where a nuclear device would be detonated.

Analysis of the images of the Punggye-ri site was provided Friday to The Associated Press by 38 North, the website of the U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies.

Kim could order a nuclear test ahead of the Feb. 16th birthday of his late father and former leader Kim Jong Il to "create a festive mood," Chin predicted. Kim Jong Il died at age 69 in December 2011.

The U.S., South Korea and other countries have warned North Korea not to go ahead with a nuclear test, saying that would only deepen the country's international isolation.

After meeting with Chinese officials Friday, U.S. envoy for North Korea Glyn Davies said a nuclear test would set back efforts to restart regional talks on the North's nuclear disarmament.

North Korea has accused the U.S. and South Korea of leading the push for the U.N. Security Council resolution.

Sunday's KCNA dispatch said the U.N. punishment indicates U.S. hostility toward North Korea has reached its highest point. North Korea also warned South Korea on Friday of "strong physical countermeasures" if Seoul takes part in the U.N. sanctions.

A New Blood Test for Depression Proves It's Not All In Your Head

I think this industry needs to start creating that to help with innovation and education and abatement of the stigma."

How You Can Take Action: "Seek out innovative technologies. There are physicians who are using treatments other than drugs. There are particular blood tests or genetic tests that can tell you if you are a metabolizer of one kind of drug or another. There is more personalization of medicine." Moreover, she adds, don't be embarrassed by having a mental health disorder. "There shouldn't be a stigma. It's not your fault. The more these technologies become broadly used, the more the stigma will abate."

The MDDScore test is expected to cost $745 if paid for out-of-pocket.

Greek economic crisis has cleared the air

EVEN the darkest cloud may have a silver lining. The sharp drop in air pollution that accompanied Greece's economic crisis could be a boon to the nation's health.

Mihalis Vrekoussis of the Cyprus Institute in Nicosia and colleagues used three satellites and a network of ground-based instruments to measure air pollution over Greece between 2007 and 2011. Levels of nitrogen dioxide fell over the whole country, with a particularly steep drop of 30 to 40 per cent over Athens. Nitrogen monoxide, carbon monoxide and sulphur dioxide also fell (Geophysical Research Letters, DOI: 10.1002/grl.50118).

Pollution levels have been falling since 2002, but the rate accelerated after 2008 by a factor of 3.5, says Vrekoussis. He found that the drop in pollution correlated with a decline in oil consumption, industrial activity and the size of the economy. "This suggests that the additional reported reduction in gas pollutant levels is due to the economic recession," he says.

In Athens, a combination of heavy car use and lots of sunshine have created serious health problems, so city dwellers should see real benefits. Sunlight triggers chemical reactions that make the car exhaust pollution more harmful, for instance by forming small particulates that cause respiratory diseases. "Hospital admissions for asthma should decline," says Dwayne Heard of the University of Leeds in the UK.

It's not all good news: despite the drop in pollutants, levels of ground-level ozone - another cause of respiratory disease - have risen. Ozone would normally be suppressed by nitrogen oxides, but those have declined. That will take the edge off the benefit, says Heard.

Greece isn't the only country where air pollution has dropped. Nitrogen oxide levels fell across Europe after the 2008 financial crisis (Scientific Reports, doi.org/j74). In the US, nitrogen dioxide levels fell between 2005 and 2011, with the sharpest fall at the height of the recession (Atmospheric Chemistry and Physics, doi.org/j75).

Such declines can be one-offs, or governments can help make them permanent, says Ronald Cohen of the University of California, Berkeley, who led the US study. "A time of crisis is a real opportunity to initiate change." After the 2008 financial downturn, for instance, the US and Europe committed to pollution cuts. "In 10 years, there will be an end to air pollution in the US and Europe," says Cohen. "It's an incredible success story."

Greece, however, is not seizing the current opportunity, says Vrekoussis. "Investments in clean technologies and low-carbon green strategies have been abandoned," he says. "I'm afraid that in the long run the negative effects will override the positives."

Global greenhouse gas emissions initially fell in the wake of the financial crisis, but not by much. Emerging economies like China and India continued their economic growth, so a small emissions drop in 2009 was followed by a huge rise in 2010 which continued in 2011.

BP New York and New Jersey station owners have launched a fundraising campaign in support of four local Paralympic Sport Clubs by selling window clings for $1 at participating BP stations that began January 14th and will continue through February 28, 2013. The proceeds will help fund new equipment, participant outreach, training for coaches and competitive athlete scholarships, to further the Paralympic Sport Clubs? mission of providing competitive and recreational sports opportunities for individuals with physical and visual disabilities.

While the focus of the Paralympic Sport Clubs is on providing opportunities to be physically fit and active, individuals who have the interest and skills to pursue sport at a higher competitive level are also supported by the Paralympic Sport Clubs. One such athlete is 18-year-old Raymond Martin, a Paralympian who won four gold medals in track and field at the 2012 Paralympic Games in London. Martin, a product of the North Jersey Navigators Paralympic Sport Club, was named 2012 Paralympic Sportsman of the Year by the U.S. Olympic Committee and nominated for ESPN?s Athlete with a Disability of the Year ESPY. Martin is dedicated to helping raise awareness for the Paralympic Sport Clubs that helped him succeed.

While 80 percent of the U.S. Olympic Committee?s network of Paralympic Sport Clubs reported an increase in program recruitment and participation during the past year, the majority of them face funding challenges. Of the 186 Paralympic Sport Clubs in the U.S., 60 percent of them operate on a total budget of less than $150,000.

All proceeds from the window clings being sold at participating BP stations will go to four local Paralympic Sport Clubs at the following locations:

  • Children?s Lightning Wheels (Mountainside, N.J.): offers sports for athletes ages 5-22 including track and field, swimming, archery, table tennis and powerlifting; hosts an annual swim meet and annual track and field meet and participates in regional and national sporting competitions.
  • North Jersey Navigators (Bayonne, N.J.) offers adaptive, competitive and fun-filled sports programs to help children and youth with disabilities increase their mobility skills, social skills, self-esteem, and activity levels. The team provides opportunities to participate and excel in several adaptive sports including track & field, swimming, archery, powerlifting, paratriathlon, table tennis and road racing.
  • Row New York: empowers young people from New York City?s under-resourced communities to build strength, gain confidence, and pursue excellence in all facets of their lives via year-round adaptive rowing programs for both youth and adults.
  • City of New York Parks & Recreation: offers a variety of adaptive sports for youth and adults including track and field, aquatics, softball, basketball, sit volleyball, and sled hockey.

We got a chance to ask Ray a few questions about his involvement with the BP Team USA fundraiser and his experiences in London.? Our Q&A follows.

What was it like traveling to and competing in London?

Being at the London Games was a breathtaking experience. From the village to the stadium I was just always happy and excited to be at the Games. This was actually my first Games and I won Gold in all four of my races. Being at the Games was just a humbling experience. Not every athlete that aspires to go to the Games can get there, and I remind myself every day that the London Games could easily be my last. I appreciated every minute I was in London and soaked in the entire elite athlete experience. I will never forget the 2012 London Paralympic Games.

Are you already planning for 2016?s Paralympics in Rio?

Rio is definitely on my list of goals to accomplish in the next few years. London was my first Games and it would be a shame to stop there. In the same capacity, a lot can change in sport in the span of four years. But as of now, I will continue my Paralympic career and shoot for the Games in Rio.

How is your first year of college going?

My first year at the University of Illinois is going surprisingly well. After missing two weeks of class because of London, I bounced back and achieved a 3.15 GPA for the semester. I just started my spring semester and I have a little more on my plate in terms of credit hours. Knowing I would struggle coming back from the Games, I opted to take only 13 credit hours. To stay on the four year plan (graduate in four years), I decided to take on a 17 credit work load this semester. I?m really excited to tackle my second semester and hope to do even better than the fall.

Can you elaborate on what made you interested in kinesiology and becoming an occupational therapist?

I?ve been an athlete my entire life. I started athletics when I was five-years old and I?ve stuck with it 14 years later. To some extent, the interest in kinesiology was embedded into me because of my athletic career. Recently I?ve been really interested in the science behind sport such as the biomechanics of the human body. On top of that, I can use the knowledge I will learn about biomechanics and bioenergetics to further improve my athletic ability. I decided I wanted to become an occupation therapist because I knew I wanted to give back to those who are injured or who have a disability.

What?s your favorite thing about New Jersey and is there anything you miss now that you?ve been living in Illinois?

My favorite thing about New Jersey is the whole environment. I was born and raised in Jersey City which is rich in ethnic diversity and has a real ?city? feel to it. One thing I genuinely miss after being out here is the quality food there is in Jersey. I never realized how spoiled I was with how good the pizza, bagels, and even bread is. Sure, there is Chicago deep dish pizza, but after growing up in Jersey, I will never fully enjoy the pizza here like I did in Jersey.

How did New Jersey help you become a world-class athlete?

The North Jersey Navigators allowed me the opportunity to train regularly and ultimately provided me with the guidance I needed to help me succeed at the London 2012 Paralympic Games. I trained at their facilities to prepare for the Paralympics and really value all of the coaches and staff who helped me develop into the athlete and person I am today.

How did you get involved with BP and their fundraising campaign for NY/NJ Paralympic Sports Clubs?

BP is a partner of Team USA, which I?m a member of, and when they approached me with an opportunity to help give back to the Paralympic Sport Clubs that helped mold me into the athlete and person I am today, I was extremely excited to help out. BP stations in New York City, Long Island and northern and central New Jersey are selling $1 window clings from now until February 28. It?s a simple way to show your support for Paralympic Sport Clubs in the area.

How are you hoping to inspire future Paralympians?

I hope to give Paralympians the same opportunity that I had with the North Jersey Navigators. Paralympic Sport Clubs rely on limited resources to try and keep up with the growing number of participants. There are more than 21 million Americans with physical and visual disabilities and it?s important for them to know the opportunities they have with Paralympic Sport Clubs and so everyone understands the benefits they provide and why they should help BP donate to them. Additionally, if awareness for Paralympic athletes and the programs that support them increases so will interest for future Paralympic Games.
